With reference to Your Lordship's

Despatches Nos. 18 and 194 of the 19th. of last January

and the 13th. ultimo respectively, I have the honour to

forward the enclosed copy of minutes by Mr. 7. B. L.

Bowley, dated the 27th. of last April, and by Mr. H. L.

Dennys, dated the 20th, instant.

Sir F. D. Lugard approved the

recommendation made in paragraph 6 of Mr. Bowley's

minute. As the case is a very heavy one it was deemed

advisable to retain a junior Counsel in Mr. Potter a local

Barrister.
